Европейские университеты часто объявляют конкурсы на поступление к себе в аспирантуру. Эти конкурсы, как правило, открытые. Вы можете подать свои документы и, если они произведут впечатление, пройти и поступить. Приятный факт заключается в том, что к иностранным студентам отношение очень хорошее, их присутствие считается нормальным. Кроме того, университет платит стипендию, которой хватает на проживание (хоть и без шика).
Пример такого сообщения о конкурсе в конце поста. Это предложение от университета Больцано на севере Италии. Тематика исследований весьма любопытная и касается логики, знаний и баз данных. Позиций открыто довольно много.
Если вы зайдете страницу KRDB Research Centre, то убедитесь, что там уже достаточно много русскоязычных аспирантов, большинство из Новосибирского университета (кстати, довольно сильного). Обучение ведется полностью на английском языке.
Еще одна радостная частичка информации - это стипендия в 51 тыс. евро на 3 года, которой должно хватить на покрытие расходов по проживанию там.
Наконец, расположение Больцано просто потрясающее: в центре Европы, рядом с Альпами и Венецией - просто рай для путешественника.

The Faculty of Computer Science of the Free University of
Bozen-Bolzano (FUB), Italy, offers an opening for 10 positions
for its 3-year PhD program. 8 of the positions are fully
funded by a PhD studentship.
*** 3 of the PhD positions with studentship are offered by the
KRDB Research Centre for Knowledge and Data. ***
The application deadline is Oct. 14, 2011 (arrival date of documents,

* Temporal Aspects in Data and Knowledge
* Advanced Database Technologies
* Interoperation, Verification and Composition of Services and
Business Processes
The topics require good knowledge of Logic, Foundations of
Databases, some knowledge of Artificial Intelligence, and of
Knowledge Representation.

The Free University of Bozen-Bolzano participates through the KRDB
Research Centre to the European PhD Program in Computational Logic
(EPCL) <http://www.epcl-study.eu/>
Students that are admitted for a PhD position at the KRDB Research
Centre may apply to join EPCL. The admission to EPCL is decided by a
Joint Commission consisting of representatives of the EPCL partner
universities.
